🐫 Just Cause 4 Not Saving

Just Cause 4 can't connect to servers. I've been told to play in offline mode, ok, done, but I have blocked both incoming and outgoing connections with firewall. start up the game in epic launcher get past the annoying can't connect to servers. then just sits at the just cause 4 logo and does not go anywhere. but if i unblock the firewall rule Steam cloud actually makes it harder for Just cause 4 to save.
